Portsmouth city centre businesses voted in favour of creating the city’s first ever Business Improvement District (BID). 93% of those who cast their vote, are in favour of the BID. Full results are available here.
This vote marks a significant milestone for the city, unlocking long‑term, business‑led investment and giving local businesses a stronger collective voice in shaping a cleaner, safer and more vibrant city centre.
The BID will operate for an initial five‑year term and is expected to generate around £1.6 million of additional investment, funded through a 1.75% levy on eligible businesses in the BID area, alongside additional grant and partnership funding.
Developed following extensive consultation, the Portsmouth city centre BID will focus on shared priorities identified by businesses, including safety, cleanliness, footfall, environment and promotion, delivering activity that goes above and beyond statutory services.
The Portsmouth city centre BID area focuses on the compact core around Commercial Road and Guildhall Walk, reflecting the importance of the city centre’s mix of independent businesses, national brands, retail and hospitality, and its role serving residents, students and visitors.
A not‑for‑profit company will be established to begin delivery of the BID programme from October 2026, and will be governed by levy‑paying businesses including Portsmouth City Council, the police and city centre businesses.
